Using Bicycles and Scooters on campus
91³ÉÈË allows many different forms of personal mobility devices on-campus, including: bicycles, e-bikes, electric skateboards, electric scooters, and hoverboards, for the purpose of personal transportation on-campus. The following guidelines explain where and how students may operate and store their personal mobility devices. Students are encouraged to fully review the before operating a mobility device on-campus.
REGULATIONS
- Bicycles, scooters, skateboards, or personal mobility devices are permitted on campus when used for the purpose of personal transportation through campus.
- The use of these devices on steps, stair rails, or other fixed non-flat surfaces for entertainment such as trick maneuvers is strictly prohibited.
- Only bicycles may be operated on University roads as long as all Pennsylvania Vehicle Code and laws are followed. Electric scooters and skateboards may not be operated on University roads.
- Personal mobility devices, with the exception of those for the operator’s disability, may not be operated indoors.
- Students who fail to follow campus regulations or ride recklessly through campus may be cited by University Police and/or subject to disciplinary action through the Student Code of Conduct.
SAFETY
- Pay attention and be aware of your surroundings.
- Minimize distractions such as looking at your phone or wearing headphones or ear buds that interfere with your ability to hear sirens, traffic, or others around you.
- If you are a new user, get familiar with your device and how to ride or operate it. Practice in low-traffic areas at low speeds to get comfortable before you move to more congested areas.
- Wear a helmet and keep both hands on the handlebars. - Follow all regulations found in the .
- Pedestrians on campus always have the right-of-way. You must yield to pedestrians and slow down when passing others.
- Do not carry passengers with you.
- Only park your device in designated areas, such as bicycle racks or signed parking area.
STORAGE
- Operators are responsible for the safe and secure storage of their personal mobility device when not in use.
- In non-residential buildings, devices that cannot be folded or carried, must be stored outside. When available, devices should be secured in provided storage racks.
- In residential buildings, device storage is permitted in residence hall rooms, in limited inside storage in some residence halls, and on bike racks outside the residence hall.
- Electric devices may be charged in University buildings provided they are directly plugged into a grounded wall outlet using the proprietary charging equipment for the device. Under no circumstances can devices be charged plugged into electrical extension cords or power strips.
- Residential Bicycle storage is permitted in your room with roommate’s permission. There is limited inside storage in the residence halls (laundry rooms and recreation rooms) as well as on bike racks outside your residence hall.
o Storage in your room: The bicycle may not block the doorway or prevent safe evacuation from the room. It must not infringe on your roommate. Bikes may not be hung from walls unless you have a provided university installed bike hook on the wall present in some single style rooms. Bikes cannot be hung from ceilings or furniture.
o Storage in your hall: Most residence halls provide limited bike storage in unlocked areas such as recreation rooms and laundry rooms. You may also notice bike hooks on the walls in these areas. Please consult with your Community Assistant for specific storage details in your assigned hall.
